Progress means more than one thing
Progress looks different for every child. We look at where each child began, what has changed and what support may be needed next.

PROGRESS LOOKS DIFFERENT FOR EVERY CHILD
or one child, progress may be returning to education. For another, it may be trusting an adult enough to ask for help, managing a difficult feeling differently, reconnecting with family, developing independence, staying somewhere long enough to feel settled or beginning to imagine a future.
Residential care cannot sensibly measure every child against the same starting point. Rubicon looks at progress in the context of the individual child: where they began, what has changed, what remains difficult and what support may be needed next.

Outstanding • Rubicon House
At its full inspection on 11–12 February 2026, Rubicon House was rated Outstanding in all three inspection areas: overall experiences and progress of children and young people; how well children and young people are helped and protected; and the effectiveness of leaders and managers.
The previous full inspection in March 2025 had also judged the home Outstanding overall. The 2026 report therefore provides useful evidence not simply of a single positive moment, but of the quality of care, leadership and safeguarding inspectors observed across successive inspection activity.

What inspectors actually saw
The report describes children making exceptional and sustained progress, including children who had experienced several previous moves becoming settled and secure. Inspectors highlighted children re-engaging meaningfully with education, individualised transitions, thoughtful work around family relationships, strong advocacy and purposeful multi-agency working.
Safeguarding was described as deeply embedded in the culture of the home, with children reporting that they felt safe, heard and taken seriously. Inspectors also recognised a stable, long-standing staff team, reflective supervision, investment in professional development and therapeutic-lead input that strengthened the consistency and sensitivity of care.
Those details matter more than a badge alone because they show what ‘Outstanding’ looked like in children’s everyday experiences.
